The fact is that 19-year-old Vitaly is an orphan, his mother died, and the father did not and does not take part in the life and upbringing of his son.
The house in which he lives himself is not suitable for life. The room is in need of repair, it is not heated and the gas supply is cut off due to the debt, in the amount of UAH 30,000, which was left by his mother. There is also a debt for electricity in the amount of UAH 6,000.
Vitaliy is not able to pay such debts on his own, and to carry out repairs in the house, since he studies and receives from the state only social assistance in the amount of UAH 1,000 ... (about US $ 35.00).
